Gallery director Lurie is from New York and frequently travels to Europe. Throughout the redevelopment of this area, the City has used public private partnerships to encourage investment by the private sector in the area. The City identified the best areas for redevelopment, purchased and combined small lots and made them ready for development, and created a plan for the area so that the private sector could come in and begin work more easily. Only one work may be submitted for each of the painting events, the All Day Plein Air Paint Out and Quick Paint; plus each canvas must have the correct stamp.

To show their commitment to identifying the Old Town area as the Arts & Design District, the City installed archways over the main entrances to the district. Eventually, flower baskets, flower boxes at windows, benches, out door sculptures and bump out curb dining complemented the experience in the district. The Carmel International Arts Festival is unique because the artists are encouraged to use their background and cultural influences within the art being displayed. It is the mission of the Carmel Arts Council to encourage and promote the arts for all ages through leadership, financial, and volunteer support in order to nourish a vibrant culture in the Carmel Community.
